I'm looking for a solution to backup our company data to Azure as offsite backup and restore.
We make backup of vSphere/Hyper-V VMs from On-premise to Azure Storage but restore test has been never done before.
If I do "Restore to Azure", is there any payload of actual backup data between Azure and On-premise Veeam B&R or is it only Veeam internal command to control restore job ?
I'm also wondering if Azure proxy needs to be configured as well when Azure Storage is in the same subscription and same Azure DC.

Veeam copies (local) backup data to Azure an creates a VM from that. If you uncheck the "use Azure proxy VM", then you can work even without Azure proxy https://helpcenter.veeam.com/docs/backu ... ml?ver=110
I'm not sure what you mean with "same subscription". Restore is to the subscription that was configured https://helpcenter.veeam.com/docs/backu ... ml?ver=110 - a subscription then can access the datacenters

Thank you for your reply but our backup data is stored on Azure Storage, not local.
My concern is about the traffic between Azure Storage and on-premise Veeam B&R server which might raise Azure cost.

if you run a proxy in Azure and if you restore from capacity tier (backups -> object storage), then the proxy reads the data from Azure storage, yes.
coordination is done by the on-prem VBR server, but traffic stays in Azure.
