If you have a backup jobs that are not encrypted (on the storage -->advanced tab) and you have had your jobs running for a long while with immutability, gfs and are utilizing both performance and capacity tier using public cloud.....
Can you turn on encryption and set your creds on the job? Am i correct to think it will create brand new full backup and soak up a bunch of storage on the performance teir but then still age out and manage the older backups that were not encrypted and eventually regain that space over time as it does age out.

Correct it's fine to enable encryption on the job and yes it will create a new full on the performance tier. Older retention points will continue to age out as normal and the entire chain will eventually become encrypted per the job settings.
