Slow "Processing configuration" phase

I see that the "Processing configuration" phase on all the vShpere environment I manage can be very slow and sometimes take up to 40 minutes.
As a general issue, what happens during such phase?
How can I increase the speed?
Does the lenght of the "Processing configuration" change if the VM is running or is powered off?
