I have created Veeam v7 Backup Copy Jobs for offsite copies at a remote location.
How do I recover from these copies if I loose my primary Veeam site?
Is there a documented recovery procedure?

Neil, having VM backups available you will be able to set up a new Veeam B&R instance, import backups and recover VMs from them. Or you can use the standalone extract.exe utility (copied from your initial Veeam B&R installation to the backup storage) to do that, without the need to install Veeam B&R first. Thanks.

However, be aware that the said utility can process full backups only. So, full installation is still preferable. Thanks.

Is there an easy way to have a copy of my Veeam VM at the remote site?
If we lost our primary site we would have all Veeam backup & job information at the remote site.
Recovery would be faster because we do not need to import the backups.

The best way to protect backup server is to use configuration backup utility. In case of disaster, you will need to install VB&R, and, then, import previously backed up configuration. Please, see this topic for more information regarding VB&R server protection. Thanks.
