I just stood up a test Sharepoint 2013 server, with a local SQL 2012 install.
My backup server has Veeam 7 and SQL 2008 on it.
Am I correct in thinking that, in order to do a Sharepoint Explorer restore, the backup server needs to have a SQL 2012 instance on it as well?

Correct, the staging SQL Server must have the same or a later version as the server that hosts restored SharePoint content databases.

No. But you can install another B&R server there, and import the backup file...
Might be easier to just upgrade SQL to 2012 on your main B&R install though.
