Vmware Tools VSS and Windows 2008

Can anyone explain the mechanics of why Vmware tools VSS will not quiesce at Application level in windows 2008

Also could it be option for Veeam 5 to may be have control of the Veeam VSS agent so that you could change the VSS backup level, for example if run the Veeam implementation on Exchange as it uses the VSS Full backup function this would truncate logs. If you could change this to "copy" or this would not flush the logs and would help when any log shipping was continuously ran

This is similar to the features you would see in Backup Exec..???
