Is it possible to disable the Virtual Machine Storage Latency Analysis monitor for a specific cluster?

Numerous ways to do this - easiest is probably, create a new SCOM Group of virtual machines and use the VM property 'Cluster Name' to create the group.
Then create an override for the VM Storage Latency monitor, using your new group.
