What different between VM copy and VM backup?

Copy will just make a copy of a VM e.g like for like dump from one place to another, a backup will store the VM as one file and with compression etc if required.

Some people try and just use VM Copy to make backups, buts just use the backup program its much better and more functionality.

After read your posts, the VM copy is not incremental back and backup utility is incremental back, right?

and is the Veeam file resote wizard can restore Linux guest from VM copy and backup utility?

That's correct, VM copy doesn't do incremental runs, only backup and replica jobs have that functionality. You can backup and restore any OS that is supported by VMware. VM Copy is not intended for backup, but rather for VM management - with VM Copy you can perform complete transactionally consistent copy of a running VM to any place you need.
