I just updated to V8 hoping this issue would go away, but it didn't. I am receiving multiple consecutive alerts due to CPU fluttering. I have set the time period to 15 minutes, but I continue to get alerts and resets consecutively often 1 minute apart. Below are screenshots to show the configuration and the alerts received with timestamps. Am I missing something or misunderstanding what the "Time Period" does?

Hi Brent,
Alarm gets triggered if the performance counter value has been above the threshold for the past 15 minutes in your case. Based on the screenshots I see that the CPU usage is always near 75% and spikes above this value for some time which makes the average usage of the counter above 75%.
In order to fix this behavior, I would suggest either adjusting the threshold to 80% or increasing the time period to more than 15 minutes.

That makes sense, thank you. I was assuming it meant the CPU had to be over 75% for 15 minutes before an alert fired. Thank you.

Yes, unfortunately, that's the usual confusion I hear about this parameter Let me think about a better way of naming this alarm setting.
