Veeam Cloud Connect

Hi,

We have been trialling Veeam Enterprise Plus and Vcloud Connect in a view to replace our current backup/dr solution. The current solution backups VM onto a local disk repository from which full backup are generated and then copied on tapes for off-site purposes.
We are pretty happy so far with Veeam for local backup to disk, but have some question for the tape replacement with Cloud Connect.
We are required to keep off site restore points for each days up to one week, the last 4 Fridays, the last Sunday of each month, and the last sunday of each year for 5 years. In total, that is the equivalent of 7+4+12+5=28 tapes or restore points in Veeam.
The Vcloud Connect partner charges by amount of Gb and number of VM. With at least 22 copies of a full backup within a year per VM, we will blow the budget and it is hard to see the economics with it.
There does not seem to be any tools within Veeam to move the monthly/yearly archive from the Vcloud repository to a cheaper storage solution (ie cheaper NAS, AWS, Azure, etc).
The only way I can think of, is to create a local separate backup copy job locally for these monthly/yearly archiving tasks, but it means that every time, huge amounts of data (contrary to Vcloud Connect) will need to be sent across the wire, which is not really an option.

What is the best way to achieve this, if possible?

Find a cheaper Veeam Cloud Connect partner (as prices may vary 10 times these days). Also, note that the first month of listing in Veeam Service Provider directory was exclusive to our launch partners, however we are removing this restriction next week.
