What? Not supported? Why does this matter? Veeam backs up VM, not OS. I guess I don't understand.

Check out the stickied FAQ thread, there is a link to great article about VSS, and why it is needed for image-level backups.
Windows 2000 simply does not implement VSS, which was first added in Windows XP.
