I had this same error when I first setup our Veeam server and it turned out that there was a permission issue between the Veeam server and the vCenter server.

The Domain account that runs for the "Veeam Backup and FastSCP" service on the Veeam box requires Admin level access in vCenter. Once I granted this everything started working fine.

Hope this helps.
