Restore Veeam backup image to VCloud will ignore quota

I have backuped VM image to Veeam and then perform VM restore. Below are the restore test case : -
Environment : The VCloud Director destination organization does not has enough disk quota for the VM to restore

1) Use Veeam backup * Replication Console to perform restore
Result : It will report that it violate the disk storage policies of VCloud Director and stop restoration

2) Use Veeam Backup Enterprise Manager to perform restore
Result : The restore job perform successful and VM is restored. The VCloud Director will report the usage is larger than the quota value. This implies restore operation through Enterprise Manager will ignore the storage quota(Storage policies) settings for tenant under VCloud Director

Our QA team wonders what version (8 or 9) you used to do this. Can you please clarify?
