VEB never go above 25% cpu on 4 core i7. This mean that VEB cant use all cores for compressing backups?

No, this is not enabled. I delete backup and start it again. Speed over lan 65mb/s is ok for me but cpu is never over 25%.

Your network might be the bottleneck. Additionally, check disk I/O.
P.S. To test your computer perforce you can create a local backup to internal drive.

I try to backup locally, from ssd to hdd. Transfer good 140mb/s but again cpu at 25-30%.

Can you enable Task Manager to show utilization per logical processors on Performance > CPU tab, and see what is the load of each core?
