VM Changed Data (Replication)

Guys, we're looking to set up replication jobs.

We need to understand how much changed data we are likely going to replicate.

I looked at Veeam One, and selected the VM Change Rate History Report.

If I look a the report I see Average VM Change Rate Per Day (GB), but when I total that number up across all VMs\Jobs, its way higher than I expect it to be.

Are we looking in the right place for this data?

Yes, VM Change Rate History is the right place for the estimation.
...its way higher than I expect it to be

This report is based on the actual data you have now from the existing backup jobs. For replication jobs it will be the same.
