Veeam backup replication 9.5 - install fail

Hi.
Opened support ticket: 02038996.

installing veeam backup and replication but it fails at the end when the services should start.

event viewer has this erros:

Thanks for the reply. The requirements are ok

We have already tried with:
- rebooting the server
- deleting sql 2012 instance
- deleting C:\ProgramData\veeam
- deleting %programdata%\Veeam folder
- deleting hklm\software\veeam

and every time we do the reinstallation we get stucked at the same step, that services do not start up.

By the way is the support for veeam backup & replication 9.5 free edition payable?
