Possible to restore users in another Ad?

Hi,

I want to setup a completely new Active Directory on new servers. Is it possible to restore the users and groups that were Backuped from the "old" AD to the new AD? The same questions applies to exchange mailboxes, can I restore them from the old exchange to the New in the new AD?
