Proxy best practice

What is best practice regarding running proxys as virtual machines?

For example i have a cluster with 3 hosts, Should i place one proxy on each host?
And how mutch CPU, RAM should i asign to them. 1 CPU and 1 GB per job?
Also, anything else i that i should think about?
