Move tape to Free media pool before backup starts

Backup & Replication 9.5.0.1038 Running on Windows 10.
I have 5 tapes labelled Monday to Friday. Placed in "Media Pool 1." I set up daily backup job.

Backup will start and get stuck at 'waiting for tape' after 'building file tree' even though there is a tape in the drive.
What I found was that if I move the current tape to the 'Free' media pool it will immediately move it back to 'Media Pool 1' and then the backup job will continue and complete successfully.
I have to do this every time.

Is this a bug or have I misconfigured something?
