We're running ESXi. We were using Acronis VMprotect until Acronis dis-continued the product. We just purchased our VEEAM Backup & Replication license, and are in the process of setting up backup schedules and procedures. Our prior backup system made periodic full backups of all our VMs, and moved them to a 4 TB HDD in a backup server (a physical PC). That HDD was mounted on insert hardware so that, once a week, the HDD was removed off-site, and another put in it's place. We rotated through a number of these slide-mounted HDDs, which gave us a secure off-site storage system. Same idea as a tape backup system, but much faster and more dependable.
Being new to VEEAM, I can't figure out how to do the same task. Specifically, I want to make every backup a full backup, and then carry them off-site each week.
Is there a backup scheme in VEEAM to allow this?

You can do a local backup and then a backup copy job to a repository backed by the HDD. Set that HDD repository as a removable drive:
