Cannot add a repositories!

Hi! I have a B&R server licensed (9.5.0.1038) which work great.
But now I'm trying the Veeam Agent for Windows free on another server (Windows 2016), after it's installed I'm trying to add a Veeam backup repositories but it don't work.

The repos has the permission for everyone, there's no firewall between the servers.

I put the address of the server and the credentials, then it tries to connect.
First it say "Loading license" (???) then it say: Unable to obtain a Veeam Agent for Windows license from the backup server.
Does the free version of the agent need a license?

I guess I'm missing something basic, but I'm not sure what?

Does someone has an idea?

I click submit too fast.
There were an acl on the router preventing the communication, and the server was missing the latest update.
