From the user guide:
You can restore of data from encrypted backups or tapes without a password only if your backup infrastructure meets the following conditions:
You use Enterprise or Enterprise Plus Edition of Veeam Backup & Replication.
The backup servers on which you encrypted data is added to Veeam Backup Enterprise Manager.
The backup server on which you generate a request for data decryption is added to Veeam Backup Enterprise Manager.
My questiona are:
1) If I have lost the backup servers on which I encrypted my data, is it possible to restore the encrypted data from the repositotory without knowing the password?
2) If I still have the backup servers on which I encrypted my data, I can restore it even if I do not remember the password, because restoring from the same server do not ask for the password Is it right?

Any scenario that requires you to supply the password, when you don't remember one.

You can (and should) export and backup the key from your Enterprise Manager.
If you lose both your password and backup server (or Enterprise Manager) the key can be imported and you'll be able to decrypt the backups.
