Network throttling difficulty

Hello!

In our setup we have two networks. Production: 192.168.0.0 and Backup: 10.25.0.0
I want to set a 25mbit network throttle on the Production lan, and 800mbit (or no limit) on the backup lan.
My problem is that no matter how I make the global rules, the 25mbit limit applies to the backup network NIC as well.
We use one Veeam server with every role and the guest is a hyper-v VM in a Windows Cluster enviroment.

How can I achive my described goal?
