Is it possible install Veeam Backup Enterprise Manager on a domain controller?
When i try to install it the installation stop with error 1609 (cannot find IIS_IUSRS....)

Yes, it should be possible. Sounds like something is just wrong with this specific server...

Actually, the issue is that domain controllers do not have local groups and when you install IIS, you need the local group IIS_IUSRS

They do, their local groups are just domain local groups. Hard to believe that IIS cannot be installed on DC (what about SBS then), plus Google says the opposite?
