Does it require MS Windows? and how does it make the IP changes?

Hi,
When failover to replica occurs, Veeam Backup & Replication mounts VM disks of the replica to the backup server and changes its IP address configuration via the Microsoft Windows registry. Re-IP does not work for Linux VMs. Please check this post for possible workarounds.

Does the Re-IP also change DNS entries? or is this a function of the VM registering on the network?

It does not change entries in DNS. When the machines turn on they should register their DNS automatically.
If you need "manual" DNS work to be done, you can use a pre/post-failover script in the failover plan.

That's what I thought as well... wanted verification as its not explicitly mentioned in the documentation.
