DC's and servers in Public status after restore or failover from replica

We recently upgraded from Veeam 9.0.x to Veeam 9.5 u4a.

We are testing our DR procedure and having an issue.

Since then we noticed the when restoring or failing over to replica in our DR site, the domain controllers boot into AD recovery mode ( which we can resolve with this https://www.veeam.com/kb1277), and once booted the network connection status is Public and not Domain. Also have the same issue with members servers.

I have tried removing the NIC's and re-adding them, forcing the network to private and a few other things but nothing helps.

They have connectivity and can ping each other fine I can even access the drives on other server after entering domain credentials.

Has anyone else seen this?

Is it possible the 'public' 'domain' issue is a policy setting which isn't applied until the domain policies are applied?
