Components needed for Azure DR site

Hi

I have VBR 9.5 and an Enterprise Plus licence.

I currently have:

- 1 x VBR server with backup repository
- 4 x Backup proxies (2 subnets, 2 proxies in each)
- 1 x VeeamONE server for reporting
- 1 x Azure proxy
- 1 x VeeamPN

I am able to restore backups directly to Azure by creating a restore job using the on-premises VBR server. But I want to use Azure as a DR site in the event my on-premises site is lost.

Questions:
1 - How do I restore VMs into Azure if the on-premises VBR no longer exists?
2 - Do I need to create a Windows 2016 VM in Azure and install a second copy of VBR?
3 - If I have multiple VBR servers do I need Veeam Enterprise Manager? I can't find a download link for it on the Veeam website, is it part of Enterprise Plus?
4 - What do I need to setup to have up-to-date copies of VMs in Azure? e.g. can I replicate VMs directly to Azure for a RPO of 1 day?

I think I need to use the Cloud Tier in a SOBR in order to store backups in Azure BLOB storage.
Then I need VBR 10, when it has been released, in order to use Cloud Tier Copy Mode to keep very recent backups in Azure.

If the on-premises VBR server is lost can I create a new VBR VM in Azure, scan the BLOB storage and then restore backups?

I might have answered my own questions. Is this the correct approach?
