Are you on the current GA build? If so, please create a support call and post its ID here.
The similar issue has been recently reported on Exchange plans and I want our R&D to investigate it together with support ASAP.

Still, I'd recommend you to open a case with Support and let our engineers ensure the update configuration is applied correctly.
