Missing C drive after a restore

Has anyone experienced this issue after a restore to same hardware?

Notice the missing C drive and protection is turned off for the real drive.

I also noticed that I cannot delete folders. If I open a folder to view its contents, close it, right-click and select Delete, I get the following error:

If I wait for about a minute, I can delete the folder. Below is what I get if I try to delete via commandline:

C:\Users\user\Desktop\folder>rmdir /q/s "C:\Users\user\Desktop\folder"
The process cannot access the file because it is being used by another process.
