According the link below, it's stated that Veeam Backup Starter consists Standard Edition feature set. I just need a clarification if Starter edition has Veeam Cloud Connect Backup feature?

Yes, you can target your jobs to the cloud connect repositories with the Starter edition.

So i can take all Standard Edition features as a reference for Starter, but for 20 Instances max and Basic Support, right?

Per the Editions Comparison document tool-tip for the Veeam Cloud Connect Backup entry:

Community Edition and Veeam Backup Starter do not support Cloud Connect.
