Stuck always waiting for 'backup infrastructure resources availability'

Hi,
For quite a long time now I have been dealing with a customer being unable to backup to a repository I host.
The Backup Copy Job just sits there waiting for ever. I have tried everything I can and opened a few tickets about the issue (current case is 03856314), but I am starting to get desperate.

Has anyone had this issue before? I have tried regular restarts, restarting the services, we even made an entirely backup chain at one point...
I am totally out of ideas!
