I installed Outlook 64-bit today and did a few pst file exports for the first time, and the notification emails look... interesting.

Looks like an encoding conflict between smtp server and outlook client.
I'd suggest to have a look at encoding settings on smtp server you configured in Veeam Explorer for Exchange to receive notifications from
and in outlook client. They both should have utf-8 encoding configured.
Do you also have Veeam Backup for Office 365 installed? If you do, how email notifications behave there?
