I'm backing up VM on VMware Cloud on AWS which is backed by VSAN. ( VBR 9.5U4b with kb2414 installed)
The Proxy located on VSAN host and configured to use Virtual Appliance mode and disable NBD failback.
But job always use NBD backup.

I found that source VM contains IDE disk which is not support hotadd.

Correct, this is expected behavior in case of unsupported disk types - failover to NBD occurs inside VDDK, which is not subject to our proxy server setting.
