Veeam Restore Issue - VM will not Boot

We currently have case 04008361 open for this issue, but looking for any assistance possible as this has been open for a month or so.

We currently have a 2012R2 VM on a Cisco UCS B200 M4 and a NetApp backend storage. We are attempting to migrate this VM to a new Cisco Hyperflex with the least downtime possible. Regardless of the method, the VM will blue screen with an inaccessible boot device error. We have tried running startup repair, sfc /scannow, bootrec fixmbr fixboot etc.

Restore Full VM from successful backup - Will not boot
Replication - will not boot
Quick Migration - will not boot
Restore VMDK into manually created VM - will not boot.
Safe mode - will not boot

VM Version 11
no guest OS iscsi drives or anything out of the ordinary

We have migrated Linux, 2008R2, 2016, 2019 and other 2012R2 servers with no issue.
Any ideas?

I'm just guessing but could you try what's described in this blog?

I've only seen this error when converting VMs but perhaps it solves your problem.
