Cannot create new folder in new Azure storage account?
I just upgraded to v.10, and I hadn't tried to add an azure account in 9u4b so I don't know if this just started, but I can't add a new folder to a new azure storage account.

External repository is used for the integration with Veeam Backups for AWS or Azure (our cloud native solutions for those platforms). Via the external repository, you can register S3 buckets/Blob containers where these solutions write backups to, and perform backup copies and restores from those backups.
If you want to use Azure Blob for your on-prem backups, you have to leverage it using the Capacity Tier within SOBR. More information can be found in our user guide.

Per this article: https://helpcenter.veeam.com/docs/backu ... ml?ver=100, I should be able "To select a folder, click Browse and either select an existing folder or create a new one by clicking New Folder."
I previously had a screenshot in my OP, but the "New Folder" button is missing from Veeam when I click "Browse".

Click next and then on the next screen you choose the folder.
You may also be creating the object repo in the wrong area. Make sure that you are in the backup repositories section and not the external repo area.

That must be it, the "New Folder" button exists when I try to make an Azure Blob Storage "Backup Repository"

External repo will be used with an upcoming product for backing up azure instances.

Finally, it looks like I can't target a cloud storage account in Backups. Also, I don't seem to be able to setup SOBR or a Capacity Tier because I don't have the Enterprise or Enterprise Plus versions of VBR.
Does this mean I effectively can't backup to the cloud?

You can't backup to Azure. But your Standard Edition does support cloud repositories from Veeam Cloud Connect providers.

Setting up external repository with Azure
I am stuck at the container section where it wants me to pick a folder. I click browse and it does not see any folders. Anyone have any luck getting pat this?

Yep, I was in the wrong spot. So I did create a blob container (aka object storage repository) but I don't have an option to back up to it when choosing a backup repository. I am looking to dump a 2nd copy of my vmware backups into a blob bucket in Azure.

You cannot backup directly to object storage. You need to leverage it as a part of Capacity Tier in Scale-Out Backup Repository.
At that point, you can instruct VBR to copy all the backups to Capacity Tier as soon as they are created on performance extents to have a copy in your object storage.
