I run a Hyper-V environment
3 HP Gen10 servers running Server 2016
They are in a cluster configuration
They connect to an HP Nimble array via iSCSI (2 10G links)
The hosts connect to our LAN via 2 10G links that are teamed for 20GB throughput
I have a dedicated HP server with local storage running Veeam B&R version 10
This server also has 2 10G NICs that are teamed for 20GB throughput
My cluster contains over 100VMs and I have roughly 20 backup jobs setup
I elected to create several jobs based upon the VM's application or function as opposed to 1 giant backup job
these jobs use the on-host backup proxy
I've noticed my backup server is consistently running. it never seems to be idle. I also see stats like this in most of the jobs
Load: Source 72% > Proxy 3% > Network 25% > Target 26%  
I'm curious as to what I can do to help improve performance and shave down some backup time.

From the bottleneck stats, it would appear that your primary storage array I/O capacity is the limiting factor to the backup performance. So, mathematically correct answer to your question is "upgrade your primary storage array"
