Is there a way to read and extract data from an incomplete backup file? Figured this was a volume style mount file so the indexes would be known and able to read some data from incomplete backup files.
Please let me know as backup extraction fails as file is corrupt.

I guess that you get "Zlib decompression error: [-3] | Failed to decompress LZ4 block" errors as described in www.veeam.com/kb1795
That means, that the file is not recoverable and that you should use a copy (3-2-1 rule) of your backups to restore data.
The error happens with unreliable backup storage
