Restore to Azure finishes but VM wont boot

We have done a restore to Azure from blob storage before without any issues but this time for some reason the restore seems to have completed successfully but the VM wont boot. When I do boot diagnostics in Azure I can see a screenshot of the VM and it is just a blank black screen with a white text input cursor.
I have tried doing this restore 3 times now using different Azure VM sizes, managed vs unmanged disk, different resource groups, etc. I also made sure the backup image was good by restoring it on-premise. I am at a loss here. The source VM is a Server 2019 Standard running on hyper-v gen 2 VM. This is the same specs as the one I tested successfully a few months ago.

Open a Support Ticket. Without any logs, no one can say what the error is.
Uploading logs to this forum is forbidden.

Looks like this was a known issue. Support sent me a Hotfix for it. I have to test it out but the hotfix is pretty specific to issues with UEFI VM's booting in Azure.
