ESXI 5.1 with Veeam B&R 11
At the moment we backup 8x esxi 6.7 hosts with veeam b&r 9.5.4.2866
Additionally we have 1x esxi 5.1 standalone host, with one single vm. This hosts is backuped too.
If we upgrade to veeam 11 is it technically impossible to backup this host? or is it "only" unsupported.
what are my options here, if i cannot upgrade this host to esx 6.x?

Remove the standalone esxi server from the configuration and use Veeam Agent Backups to backup the vms.

Another option would be a standalone Veeam server running 9.5u4, that only backs up that host

And I believe you wouldn't be able to upgrade if you have an unsupported ESXi version added to Veeam B&R.

Do I understand this correctly?
When we have licensed 24 sockets, i can run 2 veeam b&r servers
1x version 9.5u4 which backups this one single host (2 sockets)
1x version 11 which backups all other hosts (22 sockets)
with the same license file?

Yes and no at the same time. Yes, because you wouldn't violate any licensing rules. No, because you would need to get a new license for v11 - if I remember correctly, the license format has changed slightly between 9.5 and 10 versions.
I think you can simply preserve the current license and use it for v9.5 installation, while leverage a new license for v11. As we're talking here only about technical side of things, it wouldn't harm to clarify these questions with your sales representative as well.
