Backup copy job keeps getting stuck at "Merging backup files"

I have a backup copy job to a cloud storage provider (Singlehop/Inap) that won't complete. The status says Merging backup files (7% done) [fast clone]. I've tried stopping and starting the job and rebooting the server. We suspected the problem might be that the cloud storage was out of space so we increased the storage, rescanned the backup repository and restarted the backup copy job but it again got stuck at the same spot.
