Hello,
I’m looking for the installer for upgrading my Veeam server to 10.0.1.4854 as described here: https://www.veeam.com/kb3228
My current version is: 10.0.0.4461 P1
I see that in the KB article it says that the update has been superseded by https://www.veeam.com/kb4180, but that article says I must already be running 10.0.1.4854 before running the update.
Is it okay for me to install the P20210507 update while at 10.0.0.4461P1? If not, where can I download the patch to get me to 10.0.1.4854?

P20210507 is a patch for v11 - it brings CDP support for vSphere 7.0 U2. However, in your post you are saying that you want to get 10.0.1.4854.
That is, it's not clear what you want to get in the end. Please tell us more about your reasons to apply the patch

On my backup server, when I go to Backup Infrastructure > Managed servers, I have one server listed as "Missing Updates (1)".
If I open up its missing updates, it has one update listed as KB3228, Veeam Backup & Replication 10a. Double clicking that update brings me to https://www.veeam.com/kb3228.
To get this warning to go away, I want to do the update that it's asking for in KB3228.
However, all that KB3228 says is that it has been superseded by some other cumulative patch (4050). Following the link to that cumulative patch, it says under requirements that I need to already be at 10.0.1.4854 prior to installing that patch.
But I can't get to 10.0.1.4854 without an installer for it. So it seems like I'm stuck at 10.0.0.4461.

Please contact support and ask them for a download link for 10.0.1.4854 P20201202 ISO.
Your scenario is perfectly valid and they should have kept its download link in KB4050.
