tiny VBR installer available
Is there or will be a tiny installer for VBR without the need for downloading the full ISO (from a Windowsserver with outdated browser)? which only download the needed features by itself without the need of a browser?

No, there isn‘t a tiny installer which can be used to install veeam directly from the internet.
There is a smaller installer for only the vbr console. Or you can download the veeam agents for a standalone installation.
But for the vbr server, you need to download the entire ISO to upgrade from previous versions.
You could download the iso from another machine and copy the iso to the backup server.
