Can you get around the self service perms requirement?

It appears that self service restore operators are required to be local admins on any server they restore files to. Is there a way around this? We want to give our service desk the ability to do restores, but the sysadmins are hesitant to give them full local admin permissions. They're fine with giving them full control over the share folders but raise an eyebrow at anything else.

Hopefully, someone may have some other ideas.
