Hi Wayne,
Basically, CBT will not be used if you run backups in full mode only. Or are you talking about the checkbox "Install changed block tracking driver on Windows Server OS" in the protection group creation wizard? You may refer to this page to get more details about limitations and prerequisites.

It's not so much when CBT won't be used but rather, when configuring a job, why would you choose not to use CBT?

The topic is created in the section "Servers & Workstations" but I guess you're asking about VMware or Hyper-V job and not about agent job? It's a recommended setting which is enabled by default. It makes sense to disable it only if there are some specific issues with CBT at hypervisor level or existing snapshots on VMware VM or if you run job in full mode only or for testing purposes.
