Hello a question, now I have a primary physical windows repository with veeam installed.
If I move veeam to a second physical windows server, does this have to be primary and the other server secondary?

Veeam B&R server doesn't need to be installed on a repository, it can be some third server responsible exclusively for management and some other tasks.

Correct

At veeam the majority of functions are available as a server role.
That said you can freely install all of them on a single server (seems what you have today) or you can install them on different serves for example to scale (seems that is what you like to do).
In terms of repository the same applies.
There is no real primary and secondary repository role it’s more that you can freely decide what repo is your primary and secondary.
