My client wants to send backup data to Azure
need a backup server to transfer backup data to Azure?

I think that if there is only Proxy without a backup server, the backup server instructs the proxy to send backup data to Azure, and the proxy can send backup data directly to Azure without going through the backup server.

Can the proxy transfer backup data to Azure without a backup server?

Are you asking for direct backup to Azure Blob? This will come in our next version (V12).
Veeam Agent or the VBR proxy will then be able to send the backed-up data directly to object storage without using a SOBR.
In VBR V10 and V11 (Veeam Agent V4 + V5), a scale out repository on a Veeam Backup & Replication server is mandatory.

It is not a direct transfer to Blob Storage.
There is one backup server, and there are separate proxy servers and repository servers elsewhere.
On a separate proxy server and repository server, can the proxy server transfer backup data to Blob Storage via a configured SOBR without going through the backup server?

The proxy server will not be involved in the offload process.

In V10 or V11, the backups must first be stored on the repository server (performance tier SOBR). The performance extend (repository server) will then offload the data directly to Object Storage.
There is one exception. A linux hardened repository cannot do the offload. If you have a hardened repository, the backup server will be used for the offload to azure.

You can also manually choose a managed windows or linux server as the offload gateway server. If you want to have the proxy server doing the offload, you have to select it as a gateway server in the object storage properties. The proxy server will then read the data from the repository server and send the data to azure.

Yes, correct.
If you assign the gateway server role manually to the proxy server machine, traffic will flow like this:
repository > gateway server (your proxy server) > azure
