Dedicated SQL Server for restores

In a recent Veeam video it was stated useful to use a dedicated SQL Server for Instant or Publish.
The question is: how to deal with that dedicated SLQ Server, is it needed to add a SQL License to that SQL Server?

Hello,

You can deal with it as with any SQL server that you're planning to use as a restore target. All editions are supported, please refer to this page for the detailed information.

Hello,
I don't know what video you saw, but a dedicated SQL server is rarely ever needed. I guess the video talked about the "staging server". A staging server is only needed in very few situations:

Yes, maybe that's it. I was exporting databases.
So the question is if we need a legal license for this staging server.

What I mean is that a staging SQL server is not a real production server. And with SQL Express on that staging server we cannot stage restore SQL databases > 10GB.
So if it is not used as a real production server, do we have to buy a separate license for it?

you can use the "production server" as "staging server". If you don't like that, then you probably need a license (I'm not a Microsoft licensing expert, so there might be situations that don't require a license)
