Case # 05884515 - Error when starting the Veeam Agent for Microsoft Windows

I installed Veeam Agent for Windows version 6.0.0.960 on a Windows 10 22H2 HP laptop and created a restore media iso file.
When adding a backup job the local partitions and volumes are scanned, followed by an error message:
"Culture is not supported. Parameter name: culture. 3072 (0x0c00) is an invalid culture identifier."

In Win10 Country or region is set to Netherlands and the Regional format to Dutch Netherlands.
The Win10 is running .Net Framework version 4.8.04084.

I installed Veeam Agent for Windows version 6.0.0.960 on an other laptop, same regional settings and .Net Framework version, runs perfectly on the other laptop.

What can be causing the culture not supported error on my laptop?
