Migrate Enterprise Manager to New Servers

We utilize Enterprise Manager in our Environment to perform simple file/VM restores. Our Enteprise Manager also serves as our License manager for our 5 different Veeam B&R servers (environments)
Each Veeam B&R environment consists of a B&R server (VM) running OS Windows 2019 and a SQL database server with OS Windows 2019 and SQL 2019.
We are building New VM's with Windows 2022 and SQL 2022 (accordingly) to migrate Veeam from the 2019 servers to new 2022 servers. In preparation to upgrade to Veeam version 12.
Our Enterprise Manager environment consists of the Manager server with OS 2016 and a SQL database server with OS 2016 and SQL 2016.
We need to build a new Enterprise Manager and SQL server with OS 2022 and SQL 2022 and migrate our current Enterprise Manager from the 2016 servers to the new 2022 server.
does anyone know of any good documentation that explains how to do this and not lose any configuration/history setting. Is there a tool like on the B&R server to Migrate the Configuration database to a new server? That we have tested, and it works pretty good.
