So do I understand correctly that for a Veeam v12 copy job to rotated USB drives I should still set retention policy to 2 days (not 2 points) in order to always keep at least 3 restore points, no matter how old they are?

Yes, this should work as described in the link above.

Great, and I also see that "Process the most recent restore point instead of waiting" advanced option. This will probably finish the job earlier instead of hanging around and waiting for new backups that will never arrive if some computers do not run and backup regularly. Is that correct?

Right, it will use the previous existing restore point instead of waiting for the new one to arrive.

Now we have Veeam 12.3 and January 2025 and the problem still remains that Veeam is not able to do a complete backup copy of all machines on each rotated drive. I still see that for notebooks that have been offline for a longer time I don't have at least one restore point on each rotated drive (only a 4 Kb .vbm file is in the folder), although the last images are still available in the main repository. It's a simple backup copy job that has the main repository as source. I had set the retention policy to 2 days as recommended above.

This thread is over 3 years old and it was about V11. Currently there are no known issues with this functionality so your issue is most likely environment-specific. Please open a support case for further investigation of your specific issue.
